2018年2月9日，美国国会投票通过“家庭第一预防服务法案”（FFPSA，Family First Prevention Services Act），此法案被外界同时称为”2018年两党预算法案”。法案要求，在儿童安置问题上（Child Placement）只有在“明确的场所”(specified byQRTP)和通过美国卫生部（HHS）许可的独立第三方认证，才能申请国家基金的补助津贴。

2014年7月24日CARF国际总部宣布上海市松江区乐都医院，上海市松江区康复中心/上海市第一人民医院康复中心获得CARF一年认证。
